SCOPE OF WORK / DUTIES / ROLES

Under the direction of the Head of NCIA Business Change, the incumbent will perform the following duties:

    • Monitor and assist individual Outsourcing and Multi-Year Investment Programme (MYIP) project managers to ensure projects are delivered within agreed scope, time, cost, and quality limits, and in accordance with NCIA project management practices and processes.
    • Oversee all project aspects, including benefit mapping and tracking, risk management, issue management, financial management, project team management, stakeholder management, resource management, quality management, change management, requirements management, transition into service operation, contractor management, and procurement management.
    • Develop cost estimates, price proposals, and business cases as required.
    • Report and communicate project progress and financial execution both internally (within NCIA) and externally.
    • Manage and escalate project exceptions as required, proactively proposing mitigation actions.
    • Use the MS-EPM (Microsoft Enterprise Project Management) framework (or any replacement tool) used by NCIA.
    • Use EBA (Enterprise Business Application; NCI Agency ERP system) to monitor and control project financial status and execute project manager duties within the Agency-defined Procure to Pay process.
    • Deputize for higher-grade staff, if required.
    • Perform other duties as may be required.
REQUIRED SKILLS, KNOWLEDGE AND EXPERIENCE
    • The candidate must hold a currently active NATO SECRET security clearance.
    • A Master of Science (MSc) degree from a nationally recognized/certified university in ICT or a related discipline; or, exceptionally, the absence of a degree may be compensated by a lower academic qualification, provided the candidate demonstrates relevant abilities or experience for this role.
    • Prior experience in program and project management in an international, defense-related environment.
    • Experience in managing and running projects.
    • Recent experience (at least five years) as a project manager for large C4ISR projects, preferably within the defense sector.
    • Formal project management qualifications such as PRINCE2, PMI PMP, or Agile Project Management (Agile PM, Scrum).
    • Proficiency in using MS Office (particularly Excel, pivot tables) and SharePoint tools.
    • A proactive attitude in building and maintaining trust with stakeholders.
    • Strong oral and written communication skills in English, with excellent briefing abilities.
    • Ability to work effectively in a high-pressure environment.
    • Proficient in both written and spoken English.

Desirable:

    • Experience running PRINCE2 Project Boards and Agile Scrums.
    • Experience in driving benefits realization and maintaining a benefits map for change programs.
    • Recent relevant experience in leadership roles on medium NATO C4ISR projects.
    • Recent experience in migrating and transitioning large user communities to new IT solutions.
    • Knowledge of NATO responsibilities and organization, including ACO and ACT.
    • Familiarity with NATO policy and procurement procedures.
    • Understanding of NATO Emerging and Disruptive Technologies.
    • Proficiency in planning, simulating, progress tracking, and reporting using MS Project or, preferably, ServiceNow.
