SCOPE OF WORK / DUTIES / ROLES
- The Vendor Management Officer will develop service delivery contracts, to support the smart sourcing across the wide range of NIMSC projects and services;
- They will support the NIMSC Outsourcing Officer and work with the NIMSC Business Units & Resource Centres to support the implementation of Strategic Plans and in accordance with Governance decisions;
- This role gathers requirements, creates supporting documentation, coordinates vendor sources with Acquisition (ACQ) and ensures effective and optimized delivery and provisioning of Providers and other Sourcing options.
Organisational change management:
- Follows standard techniques to investigate and analyse the size, nature and impact of changes to operational activities;
- Contributes to the recommendations for change management plans and actions;
- Supports implementation and engages with stakeholders under direction.
Supplier management:
- Collects supplier performance data and investigates problems;
- Monitors and reports on supplier performance, customer satisfaction, adherence to security requirements and market intelligence;
- Validates that suppliers' performance is in accordance with contract terms;
- Engages proactively and collaboratively with suppliers to resolve incidents, problems, or unsatisfactory performance;
- Implements supplier management-related service improvement initiatives and programmes.
Contract management:
- Acts as a routine contact point between the organisation and suppliers concerning contract management;
- Supports the collection of contract performance data;
- Creates standard reports on contract performance.
Stakeholder relationship management:
- Deals with problems and issues, managing resolutions, corrective actions, lessons learned, and the collection and dissemination of relevant information;
- Implements stakeholder engagement/communications plan;
- Collects and uses feedback from customers and stakeholders to help measure the effectiveness of stakeholder management;
- Helps develop and enhance customer and stakeholder relationships.
Product and Vendor Evaluation:
- Assists in selecting suitable products and vendors within the organization;
- Analyzes and prioritizes products and vendors in the marketplace;
- Follows the established processes and procedures for product and vendor evaluation;
- Understands the software requirements by cooperating and consulting with architects and other IT professionals;
- Follows stated requirements, including local selection criteria and standards for product and vendor evaluation.
Vendor Management:
- Builds and maintains partnerships with multiple and/or large vendors;
- Ensures the fulfillment of report and record-keeping requirements;
- Evaluates issues and terminates vendor relationships as appropriate; works with legal departments;
- Monitors supplier performance; works to resolve discrepancies between performance and agreements;
- Develops quality standards and controls for vendor selection;
- Facilitates supplier partnering arrangements that share risk and reward.
REQUIRED SKILLS, KNOWLEDGE AND EXPERIENCE
- A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in a related discipline and 2 years directly relevant work experience;
- Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least 6 years extensive and progressive expertise in duties related to the function Experience;
- Experience in developing contracting vehicles to support dynamic sourcing delivery;
- Experience developing Statements of Work, Requests for Quote, and Requests for Proposals;
- Experience with monitoring contractor performance and quality control processes;
- Experience with managing contractor and vendor relationships;
- Working knowledge and experience of NATO/NCIA procurement process and regulations;
- Prior experience of working in an international environment comprising both military and civilian elements;
- Knowledge of NATO responsibilities and organization, including Allied Command Operations (ACO) and Allied Command Transformation (ACT);
- Certified Outsourcing Professional (COP), Certified Supplier Relationship Management Professional (CSMP) or Certified Contract Management Professional (CCMP).
