SCOPE OF WORK / DUTIES / ROLES
The consultant will support one or more of the following initiatives:
Lead the NATO Enterprise OCM Framework Initiative delivered by NCIA (act as the main POC for OCM across the NATO Enterprise):
-
Oversee OCM Activities delivered by NCIA for two (2) NATO Enterprise-Wide Projects (applying the NATO Enterprise OCM Framework) and provide guidance from a NATO Enterprise (CDT) perspective;
-
Work with the NCIA and validate the Detailed NATO Enterprise OCM Implementation Plan;
-
Construct and Implement a Stakeholder Engagement Plan to setup an OCM Practitioner’s network across the NATO Enterprise.
Lead OCM Activities for the ‘Digital Transformation Implementation Strategy’ (DTIS) Initiative:
-
Lead change management efforts supporting the implementation and successful execution of the DTIS Initiative in 2026, ensuring alignment with project goals;
-
Monitor progress, provide OCM guidance, mitigate risks, and foster adoption methodologies.
Lead OCM Efforts for CDT Division Restructuring:
-
Drive OCM activities to support the planning, execution, and success of the CDT division restructuring efforts;
-
Align stakeholder engagement and communication strategies with restructuring goals to minimize disruption and
maximize operational efficiency.
Other duties as assigned.
REQUIRED SKILLS, KNOWLEDGE AND EXPERIENCE

Bachelor's or Master's degree in Information Technology, Computer Science, Engineering, Business Administration or a related field;

Minimum of 8 years of experience leading large-scale change initiatives, preferably in multinational organizations or government entities, with a strong focus on driving organizational transformation and embedding sustainable change;
-
Proven expertise in developing and executing comprehensive change management strategies, including stakeholder engagement plans, communication frameworks, and training programs to ensure smooth transitions;
-
Experience working in complex environments or international organizational contexts (experience with NATO or other governmental entities is advantageous);
-
Hands-on project management experience;
-
Experience in overseeing the performance and reviewing the deliverables of an external supplier;
-
Experience in building consensus among stakeholders;
-
Experience in building lasting professional relationships with customers and stakeholders in general;
-
Experience in interacting with Senior Users or Senior Managers and deliver presentations;
-
Understanding of Digital Transformation / Background in IT project management;
-
Proficiency in using the Microsoft Office suite;
-
Ability to analyse and interpret data to drive decision;
-
Making and improvements in service performance;

Strong problem-solving skills and attention to detail;
-
Excellent written and verbal communication skills;
-
Experience leading meetings, facilitating discussions and managing stakeholder expectations;

Ability to coordinate and collaborate with cross-functional teams;

Possess the following minimum levels of NATO's official languages (English/French): V ("Advanced") in one and II ("Elementary") in the other;

Ensuring clarity, conciseness, and a logical flow in written materials such as plans, reports, emails, or summaries;
