SCOPE OF WORK / DUTIES / ROLES

The contractor shall deliver the following:

Review of the current landscape of AI-Generated Text Detection:

  • The contractor shall produce a structured review of the current state of AI-generated text detection, covering available methods, tools, and frameworks. The review shall address the full spectrum of detection approaches, including statistical and linguistic methods, fine-tuned classifier models, watermarking and provenance-based techniques, and hybrid approaches, with an assessment of their respective strengths, known limitations, and conditions under which each performs reliably or degrades;
  • The review shall also assess the current state of benchmark datasets and evaluation standards used in the field, and shall identify gaps or limitations in existing approaches that are directly relevant to the Target Use Case. The resulting document shall be written at a level of detail sufficient to justify the methodological choices made in Deliverable 2 and to serve as a reference for the NCI Agency in future related work.

Desing and implementation of an AI-Generated Text Detection Capability:

  • The contractor shall design and implement a detection capability that identifies whether a given piece of text was produced by an AI system. The capability shall be validated against a real data sample drawn from the Target Use Case, to be provided by the NCI Agency, and shall be evaluated against clearly defined performance metrics;
  • The contractor shall propose and justify the chosen detection approach based on the findings of Deliverable 1, and shall document the design decisions, model or method selection, training or fine-tuning process (if applicable), and any preprocessing steps applied to the input data. The capability shall be implemented in a modular and reproducible manner, delivered in an agreed format (e.g. a Git repository with documentation), and shall be sufficiently documented to allow the NCIA to run, evaluate, and extend it independently. The contractor shall also assess the capability's generalizability beyond the immediate Target Use Case, identifying conditions under which the approach would transfer to comparable open-source data pipelines with minimal adaptation.

Technical Report:

  • The contractor shall produce a comprehensive technical report consolidating the outputs of all previous deliverables. The report shall summarize the methodology and findings across the landscape review, the detection capability design and implementation, and the validation results. It shall also include a roadmap for operationalization and long-term maintenance of the detection capability.
REQUIRED SKILLS, KNOWLEDGE AND EXPERIENCE
  • Clear understanding of the project scope and technical challenges through a proposed approach that includes:

- A structured and systematic methodology for conducting the landscape review, describing the research approach, sources to be consulted, and criteria for assessing and comparing detection methods;

- A coherent methodology based on technically credible and current methods for the design and implementation of the detection capability;

- A realistic work plan with milestones.

  • Demonstrated technical expertise. Prior experience and knowledge across both of the following areas:

- Research familiarity with the field of AI-generated text detection, including knowledge of current detection methods, benchmark datasets, and known limitations;

- Design and implementation of text classification or detection systems, including evaluation against real-world data using established performance metrics.

  • Provide descriptions of relevant prior projects linked to the above two areas, CVs of key personnel proposed for the engagement, and publications or technical contributions in the field;
  • Clear communication and reporting structure. A clear communication and reporting structure shall include a proposed schedule of touchpoints with the NCI Agency, a description of how progress will be reported between formal deliverable submissions, and a named point of contact responsible for day-to-day coordination.
