SCOPE OF WORK / DUTIES / ROLES
Functional support:
Functional support is to be provided for the Oracle EBS Advanced Procurement Suite, including Purchasing, iProcurement, iSupplier Portal, Sourcing, Procurement Contracts and Complex Service Procurement. Furthermore, the
below areas need to be covered by the service provider for business analysis and L2/L3 support:
  • Subledger and project accounting;
  • Oracle (Internal) Requisitioning & RFQ process;
  • Integration of the Advanced Procurement applications with Accounts Payable and Financials;
  • Procurement applications with Oracle Project Accounting (Billing/Costing);
  • Oracle approval workflows;
  • Inventory Organization structure Fundamentals;
  • Subledger Accounting Engine (SLA) for Purchasing/Logistics Modules;
  • OAF personalizations capabilities;
  • Item Codification Fundamentals in Oracle Inventory;
  • Integration of Oracle Purchasing with Oracle Inventory and EAM.

Technical support:

For technical support the following areas need to be covered by the provided service:

  • SQL and PL/SQL development;
  • Oracle E-Business Suite Workflow development;
  • Oracle Application Framework (OAF) development and personalizations;
  • Web ADI and XML Publisher development;
  • Oracle Application Express (APEX) application development in Oracle EBS;
  • Oracle EBS Integrated SOA Gateway (ISG) development.

Operational service standards:

For both functional and technical support and development, the service provider ensures the service is provided:

  • Using the Oracle Unified Method (OUM) and/or the Oracle Application Implementation Methodology (AIM);
  • Using the NCIA versioning procedures and tools;
  • Using the NCIA ITSM ticketing system;
  • Using 12.2 online patching;
  • Adhering to coding standards and best practices for Oracle EBS development;
  • In coherence with the data model of Oracle E-Business Suite Release 12.2;
  • Using support from Oracle through My Oracle Support where needed.
REQUIRED SKILLS, KNOWLEDGE AND EXPERIENCE
  • Security clearance: Each resource shall have a valid NATO Secret clearance. However, resources may start working without clearance at notification of an agreement by the SDM if the contractor can prove that
    the security clearance has been formally requested/on-going and the relevant national security authority has acknowledged good receipt of the clearance request. In all such cases, SDM will limit the access of the resource as required until a valid clearance formally issued;
  • Professional/Experience: The contractor shall provide their resources’ CVs tailored to address their relevant experiences, skillsets, training, and education;
  • Language: Work will be conducted in English, both oral and written. The Application Programming staff must possess a proficiency in English equivalent to or higher than the NATO Standardised Level Profile 3, 3, 3, 3 (i.e., Listening, Speaking, Reading, and Writing skills must be excellent) set in NATO STANAG 6001 (B2, B2, B2, B2 using CEF).
