SCOPE OF WORK / DUTIES / ROLES
  • CIS Security Officer role for a large CIS network managed by the Agency;
  • Contribute to the development and maintenance of the CIS security accreditation document set, in coordination with NATO;
  • Cyber Security Centre (NCSC) and Security Accreditation Authorities;
  • Maintain and operate the Active Directory (AD) security solutions and tools for all NISC managed CIS, ensuring continuous AD security monitoring and vulnerabilities remediation coordination;
  • Is responsible for provision of expert advice, in coordination with NCSC, on the adequate level of information security posture and for ensuring such advice, where appropriate, is implemented under governance of NATO Security Accreditation Board;
  • Ensure adequate level of systems/data protection in accordance with NATO Security policies and directives;
  • Conduct remediation activities in collaboration with the NCIA;
  • Service Delivery Managers;
  • Conduct internal vulnerability assessment testing for the NISC systems and provide associated reporting;
  • Provide feedback, advice and guidance to senior management in the areas of enterprise architecture, NATO security accreditation activities, procurement as well as training and awareness programmes;
  • Performs other duties as required.
REQUIRED SKILLS, KNOWLEDGE AND EXPERIENCE
  • The candidate must have a currently active NATO SECRET security clearance;
  • A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in a related discipline and 3 years post-related experience;
  • Or, exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least 10 years extensive and progressive expertise in duties related to the function of the post;
  • A recognised formal Project Management qualification, such as PRINCE 2 Practitioner / Project Management Professional (PMP). The lack of formal qualifications can be compensated by the demonstration of expertise and experience in the domain;
  • Recent extensive Project Management experience (at least three years) in a large scale IT organization;
  • Experience in planning, design, system engineering and implementation of communication aspects of Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems;
  • Knowledge and experience in state-of-the-art technologies, relevant to the work, i.e. Deployable Communication and Information Systems (CIS) network design, switched multimedia networks, and familiarity with related international / commercial / industrial standards;
  • Proven ability to communicate effectively orally, using tact and diplomacy, and in writing with good briefing skills.

Desirable:

  • Expert knowledge of Microsoft Active Directory and enterprise networks security;
  • Comprehensive knowledge of the principles of computers and communication security, networking, and the vulnerabilities of modern operating systems and applications;
  • Experience with implementation and integration of CIS Security protective measures in Active Directory based environments;
  • Experience with Cyber Hygiene and the top Critical Security;
  • Controls for effective cyber defence;
  • Knowledge of NATO CIS Security accreditation process and requirements;
  • Ability to investigate and analyse complex scenarios and solve problems in innovative ways;
  • Excellent communication abilities, both written and verbal, with the ability to clearly and successfully articulate complex issues to a variety of audiences and teams;
  • Writing and Reporting - Writes convincingly; writes clearly, succinctly and correctly; avoids the unnecessary use of jargon or complicated language; writes in a well-structured and logical way; structures information to meet the needs and understanding of the intended audience;
  • Working with People - Shows respect for the views and contributions of other team members; shows empathy; listens, supports and cares for others; consults others and shares information and expertise with them; builds team spirit and reconciles conflict; adapts to the team and fits in well;
  • Applying Expertise and Technology - Applies specialist and detailed technical expertise; uses technology to achieve work objectives; develops job knowledge and expertise (theoretical and practical) through continual professional development; demonstrates an understanding of different organisational departments and functions.
