SCOPE OF WORK / DUTIES / ROLES
  • Analyse and translate training needs and requirements into  effective learning opportunities;
  • Support the design, development and delivery of training  programmes focused on the Agency's core priorities;
  • Plan, manage and implement a comprehensive learning portfolio, including Technical, Soft Skills and Corporate training activities  related to Agency processes, services and capabilities;
  • Develop statements of work, liaise with external training suppliers to request quotes, create purchase requisitions, process invoices  and manage the entire training coordination process for each  assigned training service and/or portfolio;
  • Coordinate the procurement and establishment of digital learning  subscriptions services, including assigning subscriptions to internal staff;
  • Serve as the focal point for specialized learning offerings with  various training providers such as NATO School Oberammergau,  NCI Academy, SANS and other commercial or not-for-profit  providers. Facilitate staff nominations, coordinate participation and  enrolment of participants to such courses;
  • Plan and organize learning events at the NCI Academy related to  the Academy Induction Programme, and other ad-hoc  training/learning events;
  • Facilitate and provide logistical support to training initiatives such  as Team Development, Team Coaching, seminars, conferences,  communities of practice and "TED Talks" style events;
  • Advise and support to staff in learning activities and personal and professional development;
  • Collect and analyse feedback from instructors and participants  after each training session. Evaluate and make recommendations  on training material and methodology;
  • Collaborate with Subject Matter Experts (SMEs), training  coordinators and key stakeholders to ensure the relevance and  quality of learning initiatives;
  • Administer course iterations, seats and training requests on the  Training Management System (TMS);
  • Maintain data and ensure accuracy of training records and  information on learning opportunities at the Agency;
  • Monitor the execution of training and travel budgets.
REQUIRED SKILLS, KNOWLEDGE AND EXPERIENCE
  • Higher vocational training in a relevant discipline with 3 years post-related experience or a secondary educational qualification with 5 years post-related experience;
  • Experience in managing learning/training and professional development activities for a large organization;
  • Experience in facilitating team building;
  • Proven ability to complete full training cycle (assess needs, plan, develop, coordinate, monitor and evaluate);
  • Demonstrated skills in Microsoft Office suite, including Excel, Word, PowerPoint, SharePoint;
  • Ability to exercise judgment of priorities, organizing multiple tasks with high priorities and working with minimal direction;
  • Advanced organizational skills and attention to detail;
  • Ability to take initiative and a flexible approach allowing the incumbent to respond reliably and competently to changing requirements in a demanding environment;
  • Excellent communication skills, with the ability to interact with all levels of the Agency and customer organizations.
