SCOPE OF WORK / DUTIES / ROLES

Quarterly release of a new BMD Integrated Master Schedule Baseline:

  • The deliverable is to release every quarter a new BMD Integrated Master Schedule Baseline (IMS BL) in Microsoft project format. This will include, preparing the schedule inputs to the project fact sheets (BMD standardized reporting tool), analysis of the slippages and update of JIRA (Agile project management tool used by the BMD PO) to coordinate the Engineering Change Proposal (ECP) updates. The deliverable will be provided in a progressive way through continuous elaboration subject to the project manager of BMD team. The incumbent will be part of the integrated project team conducting interviews to main BMD stakeholders (NCIA internal and external). The collected information is focused on the activities in support of NATO BMD missions.

Quarterly release of a new BMD Quarterly Annual Financial Report (QAFR):

  • The incumbent will participate in analysis of Finance procedures based on data from both NATO Resource Committee financial system (CIRIS) and NCIA financial/planning systems (EBA/SNOW) to develop an incremental quarterly edition of the BMD QAFR;
  • The incumbent will keep Financial management plan repository aligned with BMD financial updates for existing information.

Review and verify contractual quarterly delivery certificates related to Systems Test and Integration (SEIT) support contract:

  • The incumbent shall perform a complete review and verification of the quarterly delivery certificates from the contractor based on the contractual milestones as stated in Schedule of Services and Supply (SSS) of the SEIT contract and the Task Orders (TOs) awarded together with travel expenses of purchaser directed travel in line with contractual clauses.

Quarterly release of the BMD read ahead packages to the BMD Steering Committee:

  • The Contractor shall support the preparation of the BMD Steering Committee meeting (quarterly) by delivering all NCIA material as per meeting agenda. This includes: call of preparation meetings and release of related minutes, tracking of Actions and Tasks, review of slides/documents content. To finalize the read ahead package to be released to Nations, every SC includes preparation meetings: Programme Board Meeting, Programme Stakeholder Board Meeting and SLMB;
  • The Contractor shall collect and document all actions in a centralized repository, track them and ensure completion.
REQUIRED SKILLS, KNOWLEDGE AND EXPERIENCE
  • A minimum requirement of a Bachelor’s degree at a nationally recognised/certified University in a related discipline and 4 years post-related experience;
  • Or, exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency, that is, at least 8 years extensive and progressive expertise in duties related to the function of the post;
  • Demonstrated experience in planning, programming and execution of defence acquisition programmes;
  • Extensive experience in the acquisition of a missile defence systems, battle management command and control system;
  • Knowledge of current NATO planning, programming and execution for systems relevant to the BMD programme, both within NATO and/or at Ministry of Defence (MOD) / Department of Defence (DoD) level;
  • Knowledge of NATO responsibilities and organization, including Resource Committees (RPPB, IC, IS-NOR), ACO and ACT;
  • Extensive experience with standard ADP project management methodology such as PRINCE2 or PMP and tools such as MS Project, ServiceNow, MS Excel and MS Power Point;
  • Project management experience including financial management, risk and issue management, quality management, scheduling and configuration/change management;
  • Project management (Prince 2 or PMP) or Programme Management (MSP) certification;
  • Candidate must have the nationality of one of the NATO nations;
  • Excellent command of spoken and written English;
  • The contractor must hold a NATO SECRET Security Clearance.
