SCOPE OF WORK / DUTIES / ROLES
Project and Deployment Management:
- Lead the technical planning and sequencing of end user equipment rollouts across the designated NATO sites, aligning with NCIA project schedules and specific site rules, under national and NATO regulation;
- Coordinate with the primary supplier's logistics and procurement teams to ensure equipment availability, pre-configuration, and readiness prior to site deployment;
- Coordinate with the primary supplier’s site audit and site deployment activities to ensure delivery on schedule and to expectations;
- Support any imaging and baselining tasks required to ensure devices can be deployed to the user on schedule;
- Manage concurrent workstreams across multiple geographic locations, applying robust risk and dependency management;
- Track tasking, assess feasibility, log risks and issue;
- Collect user feedback and report findings;
- Ensure adherence to change, release and service support processes;
- Oversee technical acceptance testing and sign-off in accordance with NCIA acceptance criteria and national CIS authority requirements.
NCIA and NATO Stakeholder Engagement:
- Serve as the primary technical point of contact for the Project Implementation Manager , and Customer representatives and with the primary supplier for the assigned sites;
- Liaise with Site Security Offices and Host Nation authorities (where appropriate) to coordinate site access, and site-specific access and work-related requirements.
Team Leadership and Supplier Oversight:
- Monitor the technical standards, working procedures, and quality gates for the deployment team;
- Monitor subcontractor and supplier technical performance, escalating risks and issues to the Project Manager as necessary;
- Provide technical mentoring and knowledge transfer to junior team members and site CIS support staff.
Reporting and Governance:
- Produce regular Project site delivery and status reports for the project management team, highlighting progress, risks, mitigation actions and opportunities;
- Ensure full audit trail compliance in accordance with NCIA configuration management and document control;

REQUIRED SKILLS, KNOWLEDGE AND EXPERIENCE
- Minimum 3 years of direct, hands-on experience working within or in direct support of NCIAmanaged Projects or in support of NATO CIS infrastructure services;
- Proven track record of delivering IT/CIS projects within the NATO governance and procurement framework, including familiarity with NCIA's project lifecycle methodology;
- In-depth knowledge of NATO security classification handling, network domain architectures;
- Demonstrated experience navigating NCIA contractual and technical environments, including a good understanding of the Statements of Work (SoW), technical deployment plans and site survey reports;
- Substantial experience managing large-scale user facing services, CIS equipment deployments across multiple and geographically distributed sites (minimum 20 sites preferred; 50+ sites highly desirable);
- Strong working knowledge of Windows enterprise services, including Active Directory, Group Policy, SCCM/Intune, and enterprise imaging/deployment tooling;
- Familiarity with secure supply chain, hardware lifecycle management, ITAM processes, and asset disposal in secure government or defence environments;
- Experience with IT Service Management frameworks (ITIL v3/v4/v5 ) and their application within defence or
governmental Projects; - Current NATO SECRET clearance is mandatory from day one of engagement;
- At least 1 of the TIM must own a working permit for Türkiye;
- Degree in Computer Science, Information Technology, Systems Engineering, or a related technical discipline; or equivalent professional experience;
- Relevant professional certifications in cybersecurity, networking (e.g., CCNA/CCNP), or enterprise architecture are beneficial;
- Political Acuity: Ability to operate sensitively within a multinational, consensus-driven environment, balancing site sensitivities with Project delivery targets;
- Technical Credibility: Commanding technical presence with the gravitas to represent the supplier at senior NCIA and NATO forums;
- Communication Excellence: Exceptional written and verbal communication in English, with the ability to translate complex technical issues into clear executive-level briefings and user friendly language;
- Resilience and Adaptability: Comfortable managing ambiguity and rapid change across multiple concurrent site deployments in geographically diverse and operationally demanding environments;
- Integrity and Discretion: Absolute reliability in handling classified information and sensitive data;
- Collaborative Leadership: Track record of building trusted relationships with multinational teams, suppliers,
and military/civilian stakeholders; - Cognitive Impartiality: Ability to evaluate information, people and situations objectively, without being influenced by personal bias, political ideology, cultural assumptions or site specific preferences.
Desirable:
- Understanding of NATO SDIP 27 / 28 / 29 for TEMPEST Category standards, security zoning and the associated equipment selection and installation implications;
- Previous experience with NATO Force Command Structure, NATO Force Integration Units (NFIUs), Enhanced Forward Presence (eFP) battlegroup CIS, NCISG, or NATO OPEX;
- Multilingual capability — proficiency in French, German or Italian in addition to English is advantageous given the multi-national stakeholder environment.
