SCOPE OF WORK / DUTIES / ROLES
Project management:
  • Defines, documents and executes small projects or sub-projects;
  • Applies appropriate project management methods and tools;
  • Identifies, assesses and manages risks effectively;
  • Tracks activities against the project schedule, managing stakeholder involvement as appropriate.

Exercise coordination:

  • Work with the exercise planner team to determine the communication and information system needs for exercises;
  • Evaluate the CIS requirements and prepare a brief overview for the internal stakeholders;
  • Evaluate the technical and incident management support expected during the exercise;
  • Support the exercise planner in the evaluation of the possible CIS solutions and alternatives to meet the requirements;
  • Liaise with exercise planners and various CIS teams to ensure all technical elements are aligned with the exercise's objectives;
  • Plans, schedules, monitors and reports on exercise portfolio

Related activities:

  • Engages with senior managers to ensure the portfolio will deliver the agreed business objectives;
  • Notifies projects/change initiatives of issues and recommends and monitors corrective action;
  • Advises on the available standards, procedures, methods, tools and techniques;
  • Identifies and evaluates alternative solutions;
  • Ensures that all participants are engaged throughout the exercise and fully prepared to support the operational environment;
  • Builds long-term, strategic relationships with senior stakeholders (internal and external);
  • Supports operational managers to ensure that all plans, work packages and deliverables are aligned with the expected benefits;
  • Builds long-term, strategic relationships with senior stakeholders (internal and external);
  • Acts as a single point of contact for the exercise stakeholders, facilitating relationships between them;
  • Negotiates to ensure that stakeholders understand and agree on what will meet their needs, and that appropriate agreements are defined;
  • Oversees monitoring of relationships including lessons learned and appropriate feedback.

Requirements definition and management:

  • Defines and manages scoping, requirements definition and prioritisation activities for initiatives of medium size and complexity;
  • Contributes to selecting the requirements approach;
  • Facilitates input from stakeholders, provides constructive challenge and enables effective prioritisation of requirements;
  • Establishes requirements base-lines, obtains formal agreement to requirements, and ensures traceability to source.

Additional duties:

  • Deliver on time/cost and scope of Projects under his/her responsibility;
  • Contribute to other project activities in support of higher roles Project Managers (from project initiation to project closure);
  • Take appropriate actions following Agency procedures and upper management decisions to successfully deliver projects;
  • Adopt the project approach defined by his/her Projects Portfolio Manager following Agency processes. Risk management;
  • Carries out risk management activities within a specific function, technical area or project of medium complexity;
    Identifies risks and vulnerabilities, assesses their impact and probability, develops mitigation strategies and reports to the business;
  • Involves specialists and domain experts as necessary.
REQUIRED SKILLS, KNOWLEDGE AND EXPERIENCE
  • A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in a related discipline and 2 years post-related experience;
  • Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least 6 years extensive and progressive expertise in duties related to the function of the post;
  • Recent experience in Project management of C4ISR acquisition and / or development projects for a large organization;
  • Experience in Project Management tools, managing cost and labour;
  • A recognised formal Project Management qualification, such as PRINCE2 or PMP;
  • Knowledge of NATO responsibilities and organization to include NATO Security Policy and supporting directives;
  • Several years of experience (at least 5 years) with CIS project planning, operations planning and support, system architecture, and security governance including strategic alignment and risk management;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Prior experience in exercise coordination, acting as a single point of contact for the exercise stakeholders.
