SCOPE OF WORK / DUTIES / ROLES
Under the Service Area Owner (SAO) responsibility, the selected consultant will lead several initiatives. he/she will:
- Plan and schedule work to ensure outcomes are delivered in a timely manner;
- Organize and lead the necessary business scoping and design activities to arrive at solutions that can be implemented successfully in the EBS context.
- Project Manage a mixed team consisting of experienced Oracle EBS Architects, Database Administrators, Functional experts and Developers as required to deliver the outcomes;
- Ensure the team adheres to standard Oracle EBS and Agency procedures and that the team delivers output to the required quality standards, including completing necessary documentation.
- Coordinate activities between Business and implementation consultants to keep up with tight planning goals.
- Coordinate with other Agency stakeholders in the areas of Architecture, Cyber Security, Validation and Testing, Training and Communications, as well as with the Management team supporting the production system;
- Consult with other Agency business stakeholders wherever their processes may be impacted by proposed changes;
- Arrange and coordinate all testing;
- Ensure business and other Agency stakeholders are aware of the implications of any planned changes, and that they are sufficiently well informed to prepare their business areas, revising procedures and staff guidelines as necessary;
- With the support of the finance leads, report progress weekly to the SAO and the finance business owner.
REQUIRED SKILLS, KNOWLEDGE AND EXPERIENCE
- Senior Oracle Project Management with Business Analyst experience at Level 7 (A4/G20) with a track record in delivering complex Oracle EBS R12.2 implementations, comparable to that within the NCI Agency;
- Experience with enterprise wide Oracle EBS implementations where the Finance, Procurement, Projects and Logistics worlds meet each other;
- Knowledge of best practices for Oracle EBS implementation approach (Oracle Implementation Methodology- OUM/AIM);
- Experience in complex Oracle EBS R12 implementations in theareas of Finance, Procurement and Projects, comparable to NCI Agency;
- A "self-starter" who can take an assignment and work to completion with a minimum of supervision and achieve the intended outcomes and outputs;
- Possess an outgoing personality and be willing to engage with new people and in new environments with ease;
- Team player with sufficient EBS functional knowledge and experience to build consensus and guide the discussion and task the teams Subject Matter Experts; handles disagreements with tact and diplomacy.
Desirable:
- Multiple successful Oracle EBS implementations including Financials, Project Accounting and related financial area's;
- Knowledge of IPSAS regulations and experience implementing public sector accounting processes;
- Experience with ConfigSnapshot configuration and set-up as per the business and internal control requirements.
